Optimized code in strip_weapons.

Added "autokick_disabler" code courteousy of L'In20Cible
(http://forums.eventscripts.com/viewtopic.php?t=42620)
- This fixes a variety of issues including no knife, no round end, no map
  change, etc. and allows for es_fire to be called.
- This was added as a temporary solution hoping that VALVe eventually offers
  scripters a better way to execute actions on players.
- This was also added to prevent continuous reports of an issue we have no
  control over and is documented in our installation under known issues.
- Unfortunately, it became enough of an issue to add this hotfix to the code to
  reduce bug reports.

5.1.516:

Added Portuguese translations (thanks to gungamebr)

Added a new Backups module that stores server variables and their default values so that when they are no longer needed, they will be set back to the default value

Modified gg_tk_punish to utilize RoundInfo.active instead of storing it locally

Modified gg_spawn_protect to not set eventscripts_noisy directly, but instead using es.doblock() to call noisy_on and noisy_off

Added the "notify" flag to 2 variables that accidentally did not have it set when migrating to the new config system
